Allowing any user to create their own account on wikis will not prevent
spam. So, to combat ticket spam (about 6 spam tickets per 24hrs so far),
I've disabled the generation of new accounts without the intervention
of one of the balloonboard admins (Wookey, Hector, myself).

Please email one of the admins if you want to be able to login to Trac
to create tickets, update tickets, etc. 

Balloonboard doesn't have the resources to maintain a completely open
tracking system - the Debian BTS accepts email from anyone but it
requires the attention of a team of people 24/7 to reduce the spam to
manageable levels.
