[Balloon] l3fpga_guide.ncd missing from vhdl directory

When I import the FPGA project into ISE (version 13.1), it complains
that the l3fpga_guide.ncd file is missing. I'm going to assume that
that's ok, but I thought I would mention it in the mean time.
