ARM is the old Debian port, not updated since Lenny. armel is the new
Debian port for arm and works fine on the PXA. Others here will provide
a lot more detail but that's the summary. Basically, the balloon build
is armel and you'll need armel packages. Lenny had both, Squeeze and
subsequent only have armel.
